User/Billing Profile API filtering

The List User and List Billing Profile have no means of filtering by email address. Further, the respective Get methods don't have any other parameters except 'id' which means I would need to walk through the user list to find the email I need, instead of an api endpoint do that for me with a filter...which I feel it should.
