Brackets on S3 bucket folder structure undeletable

We have a file path on an S3 bucket that contains [] in it and it cant be deleted. The error indicates it is not HTML encoded.

I think they need to be [ %5B and ] %5D

I was unable to delete the bucket in whole from the admin interface, so I impersonated the customer and tried to delete folder by folder within their bucket until I got this error.
