Charge description on single item entries

When we have a pricing plan item with a custom charge description, it doesn’t seem to show when there is only 1 charge that applies to that type e.g. a single charge on resource type ‘instance’ doesn’t show the charge description; however multiple charges on an ‘instance’ resource allows dropdown which shows the custom charge description.
