Pricing plan rule names on Bill

It would be useful to have the Pricing Plan Rule name shown on the bill. This allows similar resource charges to be described.

For example - if there was a charge for an instance license (e.g. a windows license) but also a managed service charge which also applies per-instance existence, there is currently no mention of ‘managed service’ or ‘windows license’ on the bill

Showing the name of the price plan rule which generated the charge allows us to show the reason for the charge even if it is based on the same resource.
